Usually the Chief Justice of the Supreme court, though Coolidge had it administered by his Father who was a Justice of the peace (he was in Alaska when He received word Harding had died) he did a public ceremony after he got to DC. Recently, LBJ (okay, relatively recently) was sworn in by Judge Sarah T. Hughes.

Theoretically the oath can be administered by anyone who is permitted to preside over a legally binding oath- a notary, a Justice of the peace, a Judge or an elected official. it does not have to be any one person, though most presidents choose to be sworn in by the Chief Justice, but not all presidents have done that.

Washington, for example, was sworn in by The Chancellor of New York, Robert R. Livingston as there was no supreme court yet.
