Lol, very nicely put. Yes this can be done. The waist band would be taken off, along with the belt loops if there are any. Depending on how much would need to be taken in would determine if they need to rip the whole waist band off or just the back of it. If it's only 1/2-1" then small darts would be made in the back, centers of both butt cheeks, then the waist band would also be taken in 1/2-1", however much it was. A waist band is usually solid...no seams, so they'd have to make one in the center back or two above the darts.
The more needed to be taken in, the more adjustments. Wider darts can be added, but if the butt fits good and it's only at the waist band where it's loose they might do what I did to a pair of capris...They were actually large PJ pants that I turned into capris and ended up with the problem you have. The waist band in the back center seam I made smaller. Instead of having a straight, even seam, the seam went from one width, I think about 1/2" which was the seam allowance for the butt seam on the pants, all the way to 1-1/2" for a seam allowance, then back down to 1/2", because it was a folded waist band. They fit great, although I'm not sure if this is what better seamstresses or tailors would deem as professional and correct, but they fit better without any problems.
Sorry if that sounded confusing...I tend to ramble and go into to much detail. This is a fairly easy job though, so the cost shouldn't be anymore than $15...at least by my standards.

Usually the store you bought the pants from will do it for free if you don't wash the pants first.
I know in my mall every store does it. Just ask the sales person before you check out and they will usually do it right then and there. If you buy pants from a store that does not do this you can take those pants to a store that does do it and they will only charge you a small fee. They want your business so they are cheaper than a tailor. Good luck!

I was actually surprised how inexpensive it was to have a dress taken in. Check around in the phone book or news paper. Also, if you know anyone that is unusually short you could ask if they have a tailor that they use. That's how I found mine. Someone I knew couldn't buy clothes even in the petites section that would fit. She had everything tailored including jeans, tee shirts, and purse straps. Just a warning though... I know someone that took shorts to a well known nationwide dry cleaner chain and it cost almost as much as the shorts did to have them hemmed.

Yes, a tailor can fix your jeans. The price varies from one tailor to another. Usually the tailors in dry cleaning shops are less expensive. It is well worth it to have your clothes fit right.

I have the same problem. A tailor will take your pants in for a small charge, I think it's around 5 dollars for mine.

Yeap, a tailor would be the place to go. They can easily get it done for you and it wont be as expensive as you think. It's just a small problem.

Yes but they are expensive
Look in your local paper, sometimes a housewife will advertise that she is doing sewing out of her home
