I'm assuming you used *acrylic* paint, and that you put it onto canvas or some other type of woven fabric?

If so, it should stay by itself (as long as you kind of worked it down into the fabric, and wait at least a week before washing it).
If you used a non-permanent type of paint or colorant though, you will need to seal it.

You can seal acrylic or non-permanent paints with various "fabric mediums"... even thinned white glue would work, but you may want to use a "textile medium" or something similar (check for them at craft stores, etc.).

Hairspray might work for some inks/paints/etc., on some materials, and on items that won't be later stressed or abraided much, but they can kind of dull the colors too and dont' give a very thick coverage.
They can be a cheap substitute for artists' acrylic spray sealers in some cases, but they can also have some solvent in them or in their propellants which can cause some inks/paints to run or smear, so probably best to stay away from those unless you're sure they'd work.

That might work for something like wooden furniture, but with a tote bag, I doubt it.

Go to a crafting store (Michael's is great) and see what sort of things they have as finishers for paints that are meant for canvases. Canvases are what totes are made out of, after all, and they're rolled up and what not before they're framed. Something that works to seal paint on a conventional canvas should do the job for your bag.

Best of luck!

i have never heard of anyone doing this before. id advise your friend not to use spray paint as a hairspray... i dont even think she would be able to wash it out of her hair , not to mention the chemicals in spray paint would damage her hair. they have a special hairspray that works really well for the use of a long lasting hold. try tresemme freeze hold or got 2b glued blasting freeze spray by schwarzkopf.

In the decoupage section at most craft stores, they have a sealant that sounds just like what you need. It is made my Eileens, and is in a white & pink bottle. It comes in several finishes and can be used on anything. I have used it several times on various mediums.

That will not seal it.
