You Can't Quite Get Internet Explorer On The PSP..
The PSP Uses It's Own Web Browser That's Not Quite Based Off Any Other Web Browser System..
However, You Can Get Flash On The PSP, But Not The Best And Latest One..

To Update Your PSP To The Latest Version, See Here (1)..

With Version 3.3 (the current version), It Will Make A Big Difference If You Have A 2.0 Or Below..
It Includes More Network Capability, Like PS3 Connection, And Others..

And When You Have A 2.0 Or Higher, To Enable Flash, Go To 'Settings' In The PSP's Home Menu Bar And Select 'System Settings'..
Go Down To 'Enble Flash Player' And Accept..

god you really want a psp huh? well I would suggest you to: 1) beg your parents 2) get good grades ( my parents bought me psp cause I got no 60% in report card hehe I usually fail ) 3) do newspaper delivery and save up money to buy psp but don't steal or bring 100 dollars bills because it would be really strange for ll year old boy carrying all that money. good luck oh one more thing , psp is really cool to have but it dones't worth you to get in to jail .
