Lately, that is how the word is used and yes, you did use it correctly.
Flaky simply means the person is scatterbrained or forgetful. Usually applies to when a person makes plans and then forgets to follow through with them. If she didn't call, it is just proof she forgot, and is a true flake!
I think we all can flake out at times, but that some of us are more flaky than others.
I don't like the word though, as it implies that the person is not very intelligent which is not always the case, some highly intelligent and creative people are "scatterbrained" at times and it's human to forget some things some times.

You are a flake when you don't mean what you say, when you have a habit of not keeping commitments, even small ones. This is very disingenuous and makes people not trust you even in little matters. If you are labeled a flake, you are also not taken seriously in important matters, they may not listen to your point of view, or any advice you may have on the matter. Basically you have no credibility.

when someone flakes out on you, it means that they never did something they said they were going to do. For example: If I had promised to go to the movies with my friends and cancelled right before the movie was going to start, that would make me "flakey". Simply put flakey people are those who are always cancelling plans and never going through with anything they say they will do.
