because this year the sales are not up to par,and the stores are running scared

shoplifting is no longer the big ripoff
It is finding it cheaper buying it cheap and than returning it to a store where it cost more. you find something you do not even need at 4.00 at store X and it is 6.00 at store Z you buy it at X and return it to Z and you make 2.00.
or buy it the day after christmas at 1/2 price and try to return it for full price. that is why most stores only give you the lowest price it has sold for in the last 3-6 months

stores dont like to return anything , make for more paper work,and show that people havent got what they needed i n the first place

Because they lose sales when people return mechandise. They'd much rather keep that money so they make it really hard for people to return it.
