Heater core is probably clogged up with crap.You can have it flushed out.

There is a by-pass hose in line with the heater core that allows the hot coolant to basically allows the hot coolant to do just that 'bypass the heater core. Cut the line and install a blockage in that line and you will have good heat again. I have done this to many vehicles and it works perfectly with no ill affects on the engine.

disconnect the htr hose's from the engine and reverse flush the htr core,with a garden hose with a nozzle. the heater core gets clogged with rust and scale.reverse flushing dislodges alot of that and lets the heated coolant run through it again.

Make sure the valve on the heater hose is opening fully. It may be stuck and only partly opening, Your vehicle is old enough the valve may need replaced

examine your heater valvle, that is going to likely be in line with the heater hoses close to the firewall. it somewhat is controlled purchase a vacuum line or cable, examine to be sure it the line is on, nor cracked or leaking, same regardless of if it somewhat is a cable, the cable is on and the valve turns, it isnt frozen.

check the blend door this might be stuck between hot and cold the blend door opens ether the heater core or the ac evaporator sometimes it can come unplugged

try flushing the heater core out.sounds like it is half clogged up.
