Yep, but Peter Jackson wasn't asked to direct it so that's a big controversy right now.

It would have made more sense to have made 'The Hobbit' first, as it was the forerunner to the 'Lord of the Rings'. However, It would still make a good movie and would be valuable for showing how the 'Lord of the Rings' came about and would explain some of the things that were skimmed over in the three films already made.
The films, by and large, were pretty close to the written version, with only a few exceptions, though it was a little disappointing to have some of the characteristics of Hobbit behaviour missed out (like the fear of water, for instance, which feature largely in the book.)

Let's hope the proposed film is made...I, for one, will be keen to see how well it is made and how well it reflects Tolkein's vision and skill.

They are thinking about making two more movies but because of a lawsuit and some other problems with the company Peter Jackson will not be directing it. But before that all happend he was going to do it. I don't think that it will be as good as the other ones though because Peter did a really good job.

I don't know, I heard that Peter Jackson was going to make it after his was done with King Kong, but after reading your other answers I am confused. You could try Google-ing it.
