Can't be said. It's not an objective thing- what constitutes 'best' is different for everyone. You can get statistics on the highest sellers, those who are on the top of the NY Best Sellers List, the most controversial, the most translated into other languages, the ones that remain in popular culture and get referenced all the time, the ones that have high literary value, and so on. The best for you might not be the best for someone else, you know?
But if you're looking to know my opinion, I think it's Ayn Rand's "Atlas Shrugged".

The Stranger by Camus.
Those are the best novels, sans the Harry Potter series. Those are the novels that have meant the most to me. The ones that I read over and over again, simply because there are characters in the books that I identify with.
I think that's what makes a book the best book to someone. Because it speaks to them. They can relate to it in some way. It makes their life make sense. There is no concrete criterion to determine what the best novel ever is. It depends on the person.

my personal favorite is The Stand by Stephen King. It's about a government created plague that escapes and kills 99% of the world and the survivors are left in a world with a dark creature that walks like a man and has sinister plans for them.

Probably Lord of the Rings....
My favorite book though is Demon In My View by Amelia Atwater-Rhodes.
Favorite series...The Dark Is Rising
Or maybe those Abarat books...those are good too...hmmm....And I like the painting the Author made for it....
