upcoming final plat approval that will become a second phase to our association. I feel this meeting should be treated as any official meeting would be, agenda, notice, etc.
Am I correct?

Depending on your own By-laws for your Association, the by-laws should clearly state how a meeting can be called. If there is a time frame for all homeowners, to give them a notification of it's meeting and purposes.

Remember, the Association is an elected party representing the voice of the people in that community. It would be a shame if the BOD, do any drastic action liked you planned without notice to it's membership. Also, when in doubt, most Association's, do refer to the Roberts Book of Order.

I think Homeowners Associations should be outlawed. I haven't seen a good one yet.

Your HOA rules / by laws should spell out when such business can be done. If you don't have that, you need to revise your rules I would think. They are on file with your local govt.

depending on the state you are in, it could be a violation of the open meeting act and subject you both to criminal sanctions.
