Stay away from too much brown: no brown mascara, eyeliner or eyeshadow. Not enough color contrast. Try greens, beiges, pinkish shades, lavender for eyeshadow. Black mascara brings out all eyecolors (brown is too mousy). Depending on your skin tone, blush needs to coordinate and not stand out too much. If you're fair, then use peachy/pink blush. If you're darker, then a bronzier or coral tone.

try using some violet or plum colours, these look great with brown eyes try eyeliner in Black Plum by Bonne Bell and the Almay shadow made especially for brown eyes, this will look awesome! Try the Play Up collection for some great colour!
also try a blend and glow blush/highlighter combo from Bonne Bell in Medium to Dark, it has a stronger colour and would look great with the colouring of hair and eyes you described
try the Bonne Bell lip Glass in Cuddle, this will pull the whole look together with a Bonne Bell lip line in Toast or a Deep Plum, depending on how dramatic you wanna be!

Buy MAC eyeshadows, they're the best.
And for brown eyes you should try purples and blues (especially teal, they bring out brown eyes like woah!).
For your cheeks try a bronzer and rose-colored blush.
And for lips a warm pink or nude.
