The presiding officer of the Senate is any member of the senate selected to fill in for the president of the senate and that is usually a member of the majority party.
Chief Justice can never be in the political arena
The speaker is the "Speaker of the House of Representatives
The Vice President comes to the senate only to vote in case of a tie.

The Vice President is the presiding officer of the Senate. However, when he's not there (which is most of the time) it's the President Pro Tempore, currently Ted Stevens of Alaska. As of next week, it is presumed it will be Robert Byrd of West Virginia. The President Pro Tempore of the Senate is 4th in line for the Presidency (President, Vice President, Speaker of the House, President Pro Tempore of the Senate), so this actually matters in a theoretical way.
