In the military it generally means to dump or throw out. the term 86 has been around for many years and is usually said:

have u ever got a prank call? well u can call them back and they cant c ur number if u put *86 in..or is it *89...i forgot but 1 of those works,then u catch them.

If I remember correctly, it's call tracing for harrassing calls. It sends a report to the phone company to trace the caller, and documents the incident in case you have further issues.
I'm sure that this is different with various phone companies, though.

accually u should use *67 so if some1 pranks u and u get mad call them back at the # but in front of the # put *67 and then they can see your number
