A typical makeup artist technique is to use a light (2-3 shades lighter than your skin) on both the lower lid and upper lid to the eyebrows. Then use a a pale eye shadow (1 shade darker than your skin) on just the upper lid. A more advanced technique would be to complement or contrast colors on the upper lid with your eyes. This can look great when it's done right, but can be terrible if not matched properly.
Also use mascara and eyeliner going from the center of the eye out the edges. If you have fair skin DO NOT use black. Find the right color for your eyes and skin tone. Use less than you think you need to on all of this. Don't over do it.
You might also look at how you shape you eyebrows. A higher curve about 2/3 of the way out does a lot for accenting eyes. If you are not experienced with shaping, get professional help. Over plucking can ruin your brows permanently! (the hair may not grow back if the folicle is damaged). Good luck. Experiment and have fun!

for green eyes... apply a light beigy-gold color on the lid. your favorite brown on the crease, a natural nude-white near the brow, and lastly to make your eyes pop, right in the middle of your lid (close your eye and touch your eye ball-thats where you apply) dab on a shimmering white eyeshadow (the loose type works great), this will surely make your eyes pop!
i also think orange colors as highlights are great for green eyes too.

I have green eyes and blonde hair.
I make mine pop by using three shades of brown
Medium for main eyelid, dark brown for outter edge, and a very light almost tan to blend and for the area under my eyebrow. Then I use a brown eye liner..
Browns seems to make mine pop..

I heard wear a dark purple eye shadow and mascara but no eye liner. Your eyes will look stunning.
