That has been the case throughout most of human history and prehistory (check out the females figures that make up much of Paleolithic cave art). It is because women with large hips are able to give birth easier and with less danger to themselves or the child.
Throughout most of human history, childbirth was the leading cause of death for women. Thin women are the result of modern medicine and better health care which makes the birthing process less of a risk than it was in the past.

I believe that large women were seen as attractive during the Enlightenment. Probably for the same reason that others have listed -- only the rich have the luxury of having enough food to get fat on.

In the South Pacific, being roly-poly was considered a sign of wealth, happiness, and status. If it was a woman who was heavy, add fertility to that list(thereby making her a more desirable wife).

Yes. When an African-American family moved in next to me back in 1994 (I think), I told her that I was disappointed because I wanted a fat woman (I was fat at the time) to move in next to me that I could encourage to loose weight along with me. She said, "I would not have done that anyway, where I am from, fat women are prized because it show that their family can take good care of them."

For Indians, being "bigger" is a sign of fortune/wealth because you are able to afford enough food to satiate yourself. Also, hispanics take pride of being "thick."
