Purchase a frost-free 'spigot', making sure that the length reaches inside the house to make the connection easier. If you don't solder, purchase a compression fitting to make the inside connection, be sure to secure the new spigot with appropriate hardware.

Sounds like the coupling that holds the spigot to the pipe has a leak and it's not in an easy place. If it were, it'd be a ten minute job.
The pipe is going to have to come off from the inside and then fixed. I would probably cut the pipe and shove it out, fix the leak then push it back and resolder it. Your looking at a few dollars here.

is the water basically working into the basement once you swap on the exterior tap? Sounds particularly extraordinary to me. I even have been working with a plumber for extra suitable than 30 yrs and by no skill heard this one!! Sounds as though the whole line is leaking into the basement? while the ingredient is grew to become on!! it must be a foul seal, or gland! is it a sort of frost loose sort? The pipe may well be split and the ingredient could could desire to get replaced!

you have a water pipe that froze and split. A little water is comming out of the brick, the rest is ruining your house. you need to work from both sides (inside and out). You will probably have to cut into the sheetrock to find where the faucet pipe connects to the water supply.
