that normal, also, one of them is always pointing up, the other 3 swim level

If they look actually sick, they may well be. Tetras are bred in such large amounts that many of them suffer deformities and other problems, so it's not unheard of for some of them to be 'wonky'

However, you want to rule out problems in your tank, first. The main cause of various wonkiness (odd swimming, floating, etc) is poor water quality. Test your water for ammonia and nitrites - both of which should be at 0. Be sure to keep the water clean (do weekly 30% water changes).
Also, make sure that there aren't any fish biting or bullying the tetras and possibly causing injuries.

Those fish are way over bred & stuff - they always act spastic. (They sound normal to me.)
