i used to be in your line of work. the best thing i found to do is open up all the windows and mop strait bleach on the floors. the bleach reacts with the ammonia in the cat piss and kinda foams like peroxide. the fumes are pretty bad, so get out for a while. when the floor dries paint it with oil based killz so the piss wont soak in next time.

Mix baking soda in water and make a solution to spray on the urin. It will neutralize the high acid PH in it and then seal it after drying with Kilz or other sealer/primer.

I used Lysol concentrate. It comes in a small brown bottle. I used it without diluting it. I allowed it to soak into the wood. You can then cover over the particle board with a rug or tile.

The only way that I have found is to cut out the stained section and replace it. Once that smell gets in there, it practicaly impossible to get out.

I do maintenance for apartments and we use Killzs on the floors.

you might want to lightly mop the floor with bleach before you use the Killzs

water,vinegar,baking soda and bleach mixed together is what they told me to use at my veterinarian. it works but the vinegar smells for a little while. mix in a pump spray bottle and scrub with a brush. hope it works for you.
