I am guessing they think we are all stupid when behind the wheel of a car. It is written backwards so we can read it in the rear view mirror, just in case the flashing red lights and the screeching sound doesn't help us.

A mirror reverses the image left and right, so in your rearview mirror, the reversed left-right image becomes readable the riight way round.

It is so you can read it in your rear-vision mirror and move to the side of the road. (For those hard of hearing!)
It does look odd though when it's coming toward you.

Got it mostly right it is a "mirror image" not, repeat not backwards!
Lateral Inversion folks.
The letter "L" would not be an "L" backwards.
Da vinci (Leo) wrote most of his notes in this way.
