if someone says "he has savvy,"it means the person is smart, intelligent, knows the score. It's an abbreviation of the french word "savoir."

I believe it means that you are fluent in knowing something.

Example: That person is definitely computer-savy.

It may have it's origins in the French language, it sure sounds like a French word.
The meaning from a dictionary is:
know how
confidence
savoir-faire (now that has to be French)
I always think of a savvy person as a person who is with it.
