my personal favorite is breckenridge. it's not as expensive as vail, the trails are wide and a lot of fun, they usually have good powder and there's 4 peaks you can ski/board on. if you're from out of town and want the bragging rights, you can go to vail. it's huge but also very expensive ($82)

Keystone will be low-cost. you'll get a apartment or inn in silverthorne for low-cost besides. Vail & that's basically too severe priced for the fee. My fave is wolf creek but it's a long ways (by Durango in the southwest corner of the state)
closer to home my fave is winterpark and if you're feelin adventurous you can go down Loveland pass on your way up just have someone pick you up at the bottom!!!

Depends on your ability. Last year i went with a group to Winter Park which was pretty good.

for deep/most snow - wolf creek
for area and variety - vail
for expert terrain - crested butte
for terrain parks - breck/winter park
for snow quality and glades - steamboat

overall imo the best is Vail

i've only been to winter park; loved it; greens all the way through to the black runs of mary jane. winter park mountain lodge is sweet!
