Do you mean animated icons? You can get softwares online like Michaelangelo etc.

Not clear: what kind of icons you need.
If it is for web page, you can use animated GIF.
If you mean icon on the system tray, prepare several icons and change them periodically with the timer.

im not sure how to do it yourself, i think you need a program on your computer for that. but you can make and download your own icons on iconator.com and franksicons.com
