There is an Interstate Compact agreement between the states that sets up how probationers and parolees can transfer from one state to another.

In order to transfer, the probationer needs to talk to his PO, and fill out an application. There is also a fee charged that must be paid before the application is processed. The application gets sent by the sending (current) state to the receiving (new) state, and then sent to the local probation/parole office. That office has the ability to either deny or accept the probationer as a client.

If they deny the transfer, the probationer has to stay in his current state, or find another state to transfer to.

Some transfers are supposed to be automatically approved. Those are the cases where the probationer has immediate family in the receiving state. Immediate family would be siblings, parents, spouse, or children.
