I don't think anyone allows you to stream a live television broadcast (As in what you see on TV at that moment) at all.

However, you can take a look at things such as Adult Swim Fix, which updates every Friday. Also, things sometimes pop up on Youtube and Google Video.

ABC.com has some of their shows on line. Full episodes, no downloads, totally free.
This site also has some movies on it for free, no downloads.
The quality on some is so/so and some have been removed but you can't tell until you click the link. At least 2 are in French and one the words don't line up to the scene that's playing, but most of the kids movies and new releases are OK.

There are many of these sites but they die fast because of bandwidth issues, I've seen at least 4-5 of these go by. Also usually the channels are crap, not like normal tv and horrible quality.

The makers of skype though are making one which I believe is called vennice that is supposed to be good.

It is P2P technology and you are relying on someone streaming from their computer, so there is a slight delay. I have used it to view football games not televised in my area. It does work, but the quality is based on bandwidth limitations.
