some liqiud wrench is good or some wd 40 any kind of penatrating fluid should work

Use a penetrating oil (not WD-40) .Use PB Blaster or Kroil. Use the largest screwdriver you can get that will still fit the screw head.
Try grinding the screw head off or drill through the head of the bolt
You can probably work the plate of the screw head. The plate is aluminum and will tear easily.

first u take a flat screwdriver hold it flat so the egde of the driver is touching the rusted bolt give it a tap with a hammer that will break the rust under the head of the bolt.then hammer your phillips screwdriver into the screw holding it firmly and turn the screw out

A big very heavy duty pair of Vice Grips, not "chink grips" or "goockgrips". Also alppy WD40 generiosly. Sometimes you need a "Diegrinder" to grind the head of the bolt off that leaves a stump that you can get ahold of with your "Vicegrips". Throw the bolts away however you get them out. And replace with 316 stainless Steal Bolts. You'll never have that problem ever again. Ever. Even in 100 years from now.

try some wd-40, that should work. spray on both the outside and underside of the plate.

grip it with VISE GRIP pliers, and pull or smash it out. ........... or pull out, the screw and the plastic screw holder, too, and flow and ask a good vehicle factors shop for a clean one. or, purely use some cord to maintain that area of the plate related in.
