Almost every DVD drive bought in the US is region specific. You can, however, change the region, but only do so five times.

To the best of my knowledge all optical drives for both laptops and desktops are region specific. However, many of them allow you to change the region setting for a limited number of times. It varies among manufacturers; usually, you can change it 3 - 5 times. After which, the region setting is fixed. However, you can use a software program which strips the region coding of any DVD. You can try DVD Region + CSS Free (http://www.dvdidle.com/dvd-region-free.htm). Despite its name it is not free. But, it does come with a free 30 day trial. So, you can try it before deciding if you want to buy it.
"DVD Region+CSS Free enables you to watch and copy any region-coded/CSS-encrypted DVD movies on any DVD drive! It fully supports region-protected (RPC2) DVD drives, and does not require any firmware modifications. It will even work if you have used up your region counter and can no longer change the DVD drive's region.
DVD Region+CSS Free works automatically in the background to make a DVD appear region code free and unprotected to any DVD player and DVD copy software. With the help of DVD Region+CSS Free, you can watch any region coded DVD movies with a software DVD player like PowerDVD or WinDVD! With DVD Region+CSS Free's help, DVD copy software (such as DVDFab, DVD X Copy, InterVideo DVD Copy, etc.) is able to copy DVD's which are CSS protected!"

Most are region specific. I believe yours is. There are some you can purchase that can switch between regions, but only a limited amount of times before it can only be one region.
