Define "Worst" ? Worst conditions for inmates, worst operated prison, worst because it contains the worst criminals? Worst because of overcrowding? Most violent by prisoners?
The maximum security federal prisons are the most restrictive; the southern prisons the most overcrowded and with fewer amenities for inmates. Any prison today is understaffed and overcrowded, fewer and fewer even seek any type of rehabilitation because of budget shortages.
