That would be Kung Ku master which is a spoof version of Dragon which is played by Bruce Lee.
As it is a spoof like Flying High for flying films there is a scene which contains a cow spitting milk like weapons "Matrix style".
Don't know the actor or the director that would help you finding if you are considering renting it.
