Could you provide more information as to what firewall you are using?

If you can configure your firewall to allow the web-cam then you should do that, as eno said.

If you are unable to get the firewall to cooperate and are connected to the Internet through a router then you should just turn your firewall off, as it is only blocking things from leaving your computer and the router is blocking things from coming in.

As long as you have the proper rights on the system you can disable the firewall or allow the webcam access. Depending on which type of firewall you are using there are different ways to do so.

Configure the firewall to allow communication with that device.

disable it or set it up to allow incoming/outgoing packets from the webcam software..
