Start by bringing the box of trash bags into your room. Pick a spot and start throwing out what is obvious trash AND stuff that might not be exactly trash, but that you don't care about keeping. If you have some stuff that you don't want but is too good to throw away (like maybe those stuffed animals you've had for years but have kind of outgrown), remember that you can always send bags and boxes of "stuff" to Goodwill or the Salvation Army. If getting rid of things is too tough, make eeney meeney miney moe choices. Take all the dishes, glasses, bowls, cereal boxes, etc to the kitchen and don't bring them to your room anymore.
Work in small goals. For example, you could take the sheets off your bed and go put them in the wash. While they're washing, you can use the mattress to sort clothes, books, cd's all sorts of stuff. If you mom is willing to be a co-conspirator in this, she may agree to take you to the local Dollar Store and buy some bins to sort things.
Any clothes that you've outgrown, GET RID of them. Give them to your younger siblings, or again, to charity. Get everything off the floor and put in a reasonable place. That old saying about "A place for everything and everything in it's place" is a good one.
You could always make a pact with your best friend - you help me with my mess and I'll help you with yours.
Bring in the vacuum cleaner and do the floors. You said you tried music, but did you try DANCING with the vacuum cleaner? It's FUN. Don't forget under the bed, the baseboards, the ceiling fan if you have one, stuff like that. Don't dust the furniture until AFTER you vacuum. To dust easily, put two old socks on your hands and, spray them with furniture polish, and just "rub" everything. Get in all the cracks. Once everything has been sorted and put where it belongs, spray your room with some Febreze. It smells really clean (totally unlike dirty socks and underwear).
Ask your mom first, but you might want to put up a few nails inside your closet to make a quick place to stash your favorite jacket, your bathrobe, stuff like that (also for purses and stuff if you're a girl). Borrow one of your mom's plug in air fresheners or other "air stuff" to make it smell better after the Febreze wears off.
Once you're done, design yourself a work station (a desk, or whatever) where you do your homework and keep everything you need in one place.
If you want to go so far as cleaning your closet and dresser, use the same "get rid of stuff" rules. Make yourself a promise that you WON"T have to go through this again. Trust me, honey, it's a LOT easier to do it a little bit every day than let it get to where it's just plain gross before you touch it.
Your mom might just be so shocked and pleased that she'd spring for a cool new poster or a cd or something to brighten up your new "space".

Try to do it in 30 minute sessions. Plan ahead to what part need cleaning the most. Throw out all things considered JUNK. If you don't use it, or need it or love it, then Trash It. Ask you parents to buy you some plastic storage containers or drawers to help keep your room organized. Label them if you have to. Once your room is clean, if anything is on the floor, don't wait till later to pick it up if you see it now, just do it. Your room will stay cleaner like this.

Why is it a mess?
Do you like the colors/arrangement of the walls/furniture? If not, work with your parents to paint/paper, whatever to make it 'your' room.
Is it because you are hanging on to things from your younger years? If so, think of storage solutions for your past memories - perhaps in bins in your parent's attic/basement.
Is it because your current furniture does not fit your new teen lifestyle? Again, work with your parents to see if you can come with with inexpensive items (desk/computer, TV/DVD stand) that will work with your current interests (remind them that some of these items may eventually move into a college dorm or independent living quarters!)
Finally, do as the TV re-decorators do. Choose a time when you and your parents can do this. Remove EVERYTHING from the room (temporarily). Re-paint/re-paper the room in YOUR choce of color/pattern; this is important! What YOU do to choose the backround of the room will give you the motivation you need to maintain the room in your desired vision.
Then put back ONLY the things that fit your new room and lifestyle! Voila! a room which inspires maintaining its order!

You might try sorting it out.
If you make little piles you might find it easier to clean up the little piles because you'll know where to put them, and if you have to stop due to lack of interest. You'll have at least a start the next time you get to it.

Invite a couple of friends over. You will clean the room before they arrive out of embarassment. This usually motivates me!

Get a big laundry basket, and go through your entire room and put all the mess in it. Once all your things are in the basket, all you have to deal with is putting away the things in the basket away. Or you could stuff the basket in your closet...
