We got him with these stubby little wings but he was pretty little and we figured he either hadn't developed flight feathers yet or they were trimmed at the shop before we bought him. Either way, he jumps off his cage, flaps his wings and almost goes straight down! Aside from him hurting himself when he crash lands, I'm starting to think he'll never fly. Oh, but he's so cute! Birds replace feathers when they moult, which occurs once or twice per year. So, the feaathers will come back next time the bird moults, unless the wing was injured when it was clipped. If the clipped wing has stubby feathers that were cut, then everything will be fine when the bird moults. You can check out 'moult' on Wikipedia.

Clipping the wings disables the bird permanently I believe. It is not like a hair cut.

If they clipped his wings before he was good at flying it may slow the little guy up a bit.

I don't think they can fly when they get their wings clipped

Having it's wings clipped means it will not be able to fly, sorry.
