Contact publishers of children's books and as them if you could send a portfolio. They often have a number of illustrators they commission to illustrate books by childrens' authors.
To find companies, go to the library and ask for The Writer's Market. It lists thousands of publishers.

Contact publishers and give them your proposal and keep a portfolio of JUST illustration drawings and paintings. Usually children's books companies only want to see children's book illustration and comic book artists only want to see comic drawings ( go to comic-cons and show your work to the pros). Put yourself out there and do other forms of illustration and make a name for yourself. Contact art directors of magazines ( you can usually find there info in the mag index). Good Luck

Contact publisher who publish children books. And give your portfolio to them. This is the fine place to start with.

What "Gadfly" person said was pretty good... but one thing I know is that it helps to know someone who knows someone>>> ask around! Plus, whenever there is a booksigning from any sort of author talk to them and find out how they did it
