Type "msconfig" in the Run box. Select the Startup tab and uncheck ATI smartgart from the list. Reboot PC. Next click Start,All programs,Startup to see if it's there. Delete it from the list if it's there. You can also go into the Registry to do it but use it only as a last resort because you could do lot of damage to window modifying the registry.

start>run type in msconfig go to the start up tab
find it in that list uncheck it and restart. on the restart you will see a selective start up screen, check the box "do not display again" and you're all set
