no. It's rude for them to be sharing YOUR private bathroom experience with others. That's just kind of sick. I would flush four times. and fart really loud. then start puking. seriously.

They go to the place where there is always someone straining and grunting to get it out in the next stall and the door is locked from the outside with no toilet paper and the phone they are carrying is really a MetroPCS cell phone but there will never be a signal

I think you should flush several times and talk stupid stuff really loud as if your friend was at the sink or in another stall. I hate people who talk on cell phones in public and expect everyone else to be quiet. Just too rude for words!

No, but it's rude (and kind of disgusting) to be on the cell phone in a bathroom stall. Make as much noise as you want. Over-dramatize the noises, even. Maybe the girl on her cell phone will get the hint..

It's rude for them to be talking while using the toilet. That so grosses me out. I just don't get it. Blech! You should flush continuously for that very reason.
