Roman Republic was successful because its wealth that came from conquering new territories and trade (secured by their army). Government of the Republic or Empire was in general very tolerant to differences in regions and brought in new technologies (roads, water, education), although corrupted. The army made Roman Republic great, the government kept it alive for some time.

The answer must be both.
The form of government was a republic, in which magistrates were elected by the voters every year.
The army was based on the legion, which was a body of 5000 soldiers, divided into centuries of 100 men, each led by a centurion, and the whole commanded by a legate. The legion was a fighting formation improved over the Macedonian phalanx, and distinguished by its discipline in building a fortified camp every night no matter what.
So the success of the Roman republic certainly owed a lot to the more effective deployment of infantry than its enemies. Also, war after war, the Roman army learned from its experiences and mistakes.
In the beginning, Roman society was divided into the patricians and the plebeians. Originally, only the patricians could sit in the senate and be elected to offices. The offices were the cursus honorum (road of honors). These were aediles, quaestors, praetors, and finally the consuls.
But along the way to be elected finally one of the two consuls, the career person had to serve in the army as an officer. His military service as an officer gave him credentials to proceed along the cursus honorum.
By the way, strife between the patricians and the plebeians gave rise to two new magistrates called tribunes. Now that was interesting!

Actually Rome's government and it's army were like food and water. When we are sucsessful in surviving we owe it to both equally. For without either we wouldn't.
It is true that it's army, the legions, did the actual conquering that built up it's sucsess. An army that had no equal in the ancient world when it was properly applied. However in the second punic war against Carthage and Hannible , what held the republic together during the worst stages was it's patience and form of government. Hannible was counting on Rome's allie, the people who supplied half the army, to defect. But because Rome treated the conquered and allied decently and included them in the hope of eventual roman citizenship(which all of Italy eventually got), all Hannible got was a few bits and pieces. The city of Tarrentium (but the Romans held the citidel) and some Samnites. This was what held the allies' loyalty. A fair and humane system of alliances and government. Uniquie in the Ancient world. (Maybel with the exeption of Alexander-personally)
But it's government helped it survive but could not in itself clinch the victory. Which was won over Hannible himself at Zama in 202 B.C . by the legions under Scipio Africanus.
As Rome grew stronger it's legions performed the conquests but after this they were held not only by the legions but by the sensible government of Rome. Quite a few of the troubles Rome had in the later years of the republic were due to the greed and corruption of the tax gatherers in the provinces and the mistreatment of slaves.
It was a case of the legions giving Rome it's sucsess and the government keeping it's sucsess. An example of this was the law concerning rape. Until the reign of Constantine rape was not a civil crime. However it was a military crime. Punishable by the cutting off of the offender's nose and him having to give the women a third of his property. For Rome realised that strong as the legions were, they would find it far easier to keep there empire if it';s soldiers didn't rape the women of the provinces ,as this would inflame serious rebellion. So on the whole it was a division of labour. Both army and government working hand in hand to ensure the sucsess of an empire which when it finally fell in 476 A.D. - it was regretted(although there was great apathy) and admired not only by it's immidiate sucsessors, but by all of history. Hmmmm I'd say both because the army was probably pretty smart to control such vast parts of the empire and the government for managing to control all those people even if it was by violent ways.

and since the got the idea becuase their were other groups of people in far of areas their idea for a government was for a foriegn policy one a military
