It's the simple fact of protecting the daughter from prying eyes.
The more you reveal , the more guys are atttracted towards you and they would do pretty much anything, and tell any lies to sweep you off your feet to get into your pants. Revealing more, is tempting for many and it very rarely brings any good results.
If you're covered up and behave well, only good guys who truly want to be with you and have true interest in you will flirt with you. Not wierdos, and sex addicts. Revealing too much invites lust, not love.
Try to reveal your mind, and heart, rather than your body. You won't go wrong. Once you find that right person or BF, then you can reveal everything to him.
I know , as a teenager this is not what you like to hear but this is the fact. But do as you wish, and you'll learn the hard way. You'll be wondering after 10 years why you always invite jerks, and wierdos.
And I'm fine with just the heels, if everything else is in place.
Help guys to see your heart, and mind than diverting their attention somewhere else.

Oh, Man. Don't all Fathers wish their little girls would stay that way forever? Colored underwear means that you're getting more independent, and are thinking about other people who might see you in it...so your Papa is just trying to protect you. Don't take it too hard, they all do that. I wasn't allowed to buy my own until I got a job and he couldn't stop me. He just doesn't want you growing up too fast. Also, he is trying to protect you from the "bad" element out there -- people who might take advantage of you. If you wear really short shorts and skimpy skirts it gives them ideas that you don't want them getting. So for now, I would say talk to him, tell him your concerns (or even better, talk to Mom if she's available; she's been there). And let him know how you're feeling.

Because fathers love their daughters. Your dad loves you and will always think of you like his little girl. He has a hard time thinking of you as a young woman, and all good fathers are normally that way. He's just being a normal and over protective dad. Just try to understand what it's like to be in his shoes. Take it all as a compliment. It's very normal for dads to think this way. It was hard for my husband when our daughter was growing up. He remembers you as his sweet baby daughter, and can't imagine you growing into a young woman. Just try to understand. Some day you'll have kids and you'll better understand this.

because he respects you as his daughter. He do not want to think about you possibly showing them to any one else. and besides that he wants you to learn respect for your own self. first image is very important in life and short skirts and low cut jeans may give you a bad image no matter what type of person you are.

Because he knows that the boys that you think are "nice" and "sweet" really just want sex from you and you are his baby and he wants to protect you from horny guys.
No daughter of mine would be allowed to wear low cut jeans or short skirts until she was at least 17-- minimum.

I agree with Judy....
Why does your pops know what color your underwear are unless you're under 10 years old or something and you can't change them yourself?
Maybe he sees you buying them at the mall.
I guess he questions why you want "cute" colorful underwear when nobody is SUPPOSED to see them anyway.

He's just insecure... Maybe over-protective... Maybe in his mind you're still a little girl (maybe you ARE!)... Daddy's get that a lot... I've seen that in my own family (I'm lucky to be a guy!! xD)...
And FACE IT!! Girls are in more danger of predators than boys, and girls that call for a lot of attention are in even MORE danger... he just wants to protect you, In his own way...
