Of the four teams you note, I'd say the Hart Foundation. Outsiders and IRS/Million Dollar man didn't exhibit much wrestling ability - just dirty tricks and lots of talk. DX --- too many juvenile pranks and a lot of cheating mixed in with some wrestling now and again. The Hart Foundation wrestled their "hearts"; they were a good, hard-working team of wrestlers. But I must say that my personal choice would be the combination of Diesel and Shawn Michaels -- they were were the best tag team wrestlers. Yes, they cheated and talked a lot of smack, but when they wrestled, they WRESTLED. They were unbeatable for a time and at one point held the WWF belt, Intercontinental belt AND the tag team championship belt -- all at once. They were fun to watch on TV and awesome to see live!

hart foundation. the steiners would beat all those teams rather easily in their prime except the hart foundation.
