it's a reference to military arms. the army with the most or best(nuclear, etc...) weapons will have the advantage in warfare. There are many instances throughout the history of the world where the invent of a single, overpowering weapon has singlhandedly won a war. although, you should never underestimate manpower, napolean didn't.
