There's issues similar to this occuring with some users with the Pets expansion pack, so the problem may be the same as the others.
From what I've read at various websites, red walls happens if your graphics card cannot handle running a specific expansion pack or the game itself. You can check to make sure you meet the requirements here:
http://thesims2.ea.com/help/detail.php?help_id=21 And check to be sure that your graphics card is supported.
The only solutions are to upgrade the drivers for your graphics card, buy a better graphics card or uninstall the latest expansion pack (if you have any) until you can get a better one.

That's a tough one. Generally when your computer programs begin messing up that heavily, your best bet is to try to reinstall the game. Before you do that though, make sure you can answer "yes" to:

Is it custom content? If it is, destroy those houses and build new ones. You should go over to the EA forums for Sims 2 and ask there...someone might have the same issue and you'll see how to fix it from there.
Custom content causes all sorts of bugs in your game. I quit using the custom homes because of that. I still use custom objects and stuff, just not the houses.

I believe you may be talking about the new Pets expansion pack? I too have that red blinking trouble, as do many other players. It appears to be a glitch, according to the game creators, and a patch is being constructed to remedy it. Should be out somewhere between Jan and march.

ITs not your fault that its happening- probably.
It has to do with your computer graphing, I believe. If your computer has almost no space for incoming data or your computer cannot accept it/
