The easiest way for you to have gotten your answer was to go to eBay and look it up. Here's what they say (when you do your own research, you don't have to worry about misinformation from others). Below is copied from eBay, a list of their payment methods (of fees) for sellers.
"Payment Methods
PayPal: PayPal is a convenient electronic payment service to let you automatically pay your eBay fees. Learn more about making one-time or ongoing payments using PayPal.
Direct Pay: With Direct Pay, eBay will automatically deduct your invoice amount from your checking account each month. This option is available to sellers billed in U.S. dollars with U.S. bank accounts. Learn more about making one-time or ongoing payments using Direct Pay.
Credit / Debit Card on file: Each month, eBay will automatically charge your invoice amount directly to your credit card (Visa, MasterCard, American Express, or Discover® Network). Learn more about making one-time and ongoing payments using your credit or debit card by clicking the “Seller Account” link in the “My Account” area of My eBay.
Check and money order: To use a check or money order, you must submit a payment coupon and mail it to the address indicated on the coupon."

Yes, indeed you can sell at ebay without using a credit card. The listing fees, promotion fees and final value fees can be paid by Paypal.

you do need a bank card or credit card. that is how you get the money when someone buys from you. They deposit the money in your account and you ship the item

yeah i think you can if you have an email address that is one you pay for, not yahoo, hotmail etc. you can link your selling account to a normal bank account so they can deduct fees etc.
