The artists and writers keep too busy coming up with storyline after storyline, drawing a gazillion pictures of each scene, and giving everyone such colorful personalities how can they find the time to worry about new clothes? And like someone else said, they're easier to recognize.

My guess is that it'd take too much time, money, and effort.
You can notice in many specials, short animated series, and random season changes they'll switch up the outfits; in which those cases having a wardrobe change would be more feasible.

Everyone in while you will see a cartoon go into his closet, and you will see (as a bit of a cartoon in joke, that all of their clothes match. they do change, just all their clothes are the same.
