I have changed the regular ballast and noticed it is an emergncy light. After I changed that ballast one flourescent light still goes out. It is a three light set up, 120 volts. It has one regular ballast and one emergency ballast. So is it the emergency ballast?

Makes sense. In a florescent fixture, if there"s more than one bulb, the ballast runs two of them. There are smaller ballasts that only run one, but most, not all, of them work off a starter system. If you have two ballasts in the fixture, then one is probably for the emergency bulb. It most likely comes on if the other two go off.

if you have changed the normal ballast and all tubes and still have the same problem its probably the emergency ballast. this is just a battery to light one bulb when the power goes out. if you dont need the battery backup take it out and rewire the fixture. the wiring diagram should be on the new ballast. if you do need the battery first check that the test switch is not stuck. if its OK call an electrician. battery ballasts are a real pain and dont last long unless hooked up exactly right. there too expensive for a trial and error.
