You need to pay off the cost of your house and it will get bigger the next day. If you can't wait that long then just change the time to the next day. To change the time click on the clock and click reset time. This is only for DS.

Since I don't know which version you're playing, I'll talk about both.
Once you have payed off your mortgage at the Post Office / City Hall, go back to Nook's shop to (1) confirm payment in full & (2) get your house remodeled (if possible).
Once the House Remodeling is ordered (with a new roof color), it'll be completed the next day (around 6:00 AM local time, if you play around the clock). When you stop by Nook's shop after the remodel is complete, you'll get your new mortgage to work on.
In Animal Crossing (GCN), the largest house you can get is a 2-story house w/ a basement (floor space, from top-to-bottom: 6x6, 8x8, 8x8).
In Animal Crossing: Wild World (DS), the largest house you can get is a 2-story house with 3 side-rooms on the main floor (entrance being 8x8, other rooms being 6x6).
Just repeat as before to get a larger house. When you pay off your last mortgage in AC (GCN), you'll get a statue of yourself place by the train station. The color will be based on who gets their loans paid off first (Gold, Silver, Bronze, Jade... in that order. All statues beyond the 3rd person will be Jade, even when player is removed from town).

U need to go to ur municipal or local head or office and inform them of ur thoughts of building more housage. u cant jus build stuff anywhere. if they accept and allow u to then u can go ahead du it.
this is basicly du to ZONING LAWS that were made couple decades ago, zoning laws are like laws that watch and regulate land usage in buisness areas like stores restraunts and residential areas and others.

Once you pay off the mortgge tom nook will ask you if you want it bigger and you say yes. but...you get another mortgage. sofar i have a second story.
