Unless you are a vampire.. no. When it is raining and overcast you can theorectically get a tan, but it would have to be in a place where the UV radiation is strong...

England is so far north that even on a sunny day it can be hard to get a tan.

More likely to RUST I think, but heck the moisture keeps the webbing between my fingers and toes from drying out! ;-)
