Whitney Houston I think.
She was such a legend before and people still love and miss her golden voice a lot. I think Whitney and Madonna always stay at the same level of popularity and worldwide fame. The ratio between two is the same more less.

Whitney Houston I hope. She has been through soooo much the over the past 10 or so years that she deserves to have a huge comeback! I wish her lots of luck and will support her! Madonna on the other hand is a washed up, skanky has-been!

I believe Whitney Houston. I think her star power still remains formidable. Most of the world still love her, expect her to sing live on stages again. People still love her greatest voice. Even she was in such a dark moments and had so many horrendous dramas with Bobby Brown before, the world still have a great expectation for her to comeback on spot again and people are always curious to hear her still golden voice.

I dont know about more great, but Whitney has sure recieved more bad publicity than Madonna this past year. Hopefully she can get her act together, she has such a beautiful voice.

On a physical level, Madonna could kick Whitney's butt, and on a singing level, Madonna has her beat. Whitney really screwed up her life and even if she tries to make a comeback, she might, but will never surpass Madonna.
