Yes, they can play regular no online, it only means those games will work with online service as well.
You just can't play online without the online connection.
But you can play other people in your home with your controllers.
All Xbox games should play. Xbox 360 games will NOT play on Regular XBOX so watch for that.
It should play if he continues to have a problem I would exchange it for a new one, and see if that works, also Try other games and make sure they work, my son has 20 games about half are online capable and he has never hooked up online but has played all those games fine.

If you bought your Dad just the "core system" xbox 360 and not the full 400$ dollar version, you will have to buy the 20mb hard drive that attatches to the xbox 360 to make older xbox games work. That hard drive will cost you about 100$.

As well, you will need the internet connection to be able to play other people on xbox-live.

Your question is kind of vague, so there's several possibility about what exactly you are asking.

There are 2 versions of COD3 for the MS systems, one that's for the original XBX and one that's for the XBX 360. If you got the original XBX version, then you can play it on the original XBX, but to play it online against other people, you must have a subscription to XBox Live.

If you got the 360 version, then you can't play it on the XBX because if it can, it would be call an XBX game and not a 360 game. To put it simply, an XBX 360 game will NEVER, EVER play on the original XBX.

Isn't that a 360 game. If so then it only plays on the 360. All 360 games are live but not all are ones that you can play other players. Some are only live in the sense that they have acheivments that can be unlocked and your score will post on xbox live.

it says LIVE ONLINE ENABLED, which means you can play it online. It doesn't mean you can play on the original X-Box....
