use DIVE on route 124 or 126

move in the seaweed (grass) a lot, and like yokihana said, it's a 5% chance of finding them

Dive underwater in route 126. Its very rare and only occurs in battle 5% of the time.

Relicanth is pretty rare. You'll have to comb the underwater seaweeds near Sootopolis City to find it.
