Specifically, I am one quarter Japanese, but I have never been to Japan and had a strictly Caucasian upbringing. What would I mark as my ethnicity?

You can put what you feel you are, and you can put nothing if you feel the choices available do not truly portray who you are as well. The university/college cannot, by law, use your ethnicity choice to make thier decisions on your application status. Most applications have a small clause explaining this. So if you feel one of the choices will represent you best-go for it, if not then I would not worry too much about it because it is just for their general statistics.

I think you can put Japanese as your ethnicity. 1/4 of a minority ethnic group should qualify you to be that considered part of that ethnic group, now 1/8 probably would not qualify you. It would also help you to possibly get some minority scholarships.
