What is the difference between human resources development and human performance technology?

human resource development is like training your people so they can perform better...giving them classes or education or skills training etc.

human performance technology is improving performance by technological means. for example with a satellite link i can
teach many students in many places through technology. i did not improve my performance, but technology changed my abilitly to perform. giving someone tools to make them better at their job would be human performance technology,,,,but i'm just guessing here. i really know more about the first one.
