If you are young free and single, go as you feel that would make the most impact, dont go too underdressed as it does not leave much to the imagination, go in what you will feel most comfortable in, its your choice which will be important to you and NO one else, I am sure there are plenty shops/stores to get a costume to suit your needs. Just enjoy your fancy dress anyhow. Party will begin when you arrive.

French maid, Sexy Nurse, Cat women (in a PVC tight fitting catsuit), fancy dressing is really about your confidence, if you have the confidence for the above items the go for it.

Have a occasion, perhaps themed? Or pass and do something? Ice skating, curler blading, or something you like. My candy sixteen is June 13, and my sisters and that i are all going to have a spa day:D

go as a page 3 girl!!! take lots of sun papers and cut out the sun logos to make a skirt(as long as u like) and boob tube, saw someone in this once and thought it was agreat idea....
